The assignment is to assess the potential of ICT for training and employment, especially for young people (with extra attention for girls) in the agricultural and food industries in Sub-Sahara Africa, and conduct an assessment of the local ecosystem for the development new projects of GIZ in Burkina Faso, Kenya, Malawi, Mauretania and Mozambique.
Partos (May-August 2019) – IATI Publication & training of Partos
Martine prepared the publication for Partos of the IATI (International Aid Transparency Initiative, which provides an open data standard) reporting to the Dutch Ministry of Foreign Affairs and a training manual for Partos to conduct publications on their own. Martine provided training to key staff of Partos on IATI publishing and the value of Open Data.
CTA (December 2018 – December 2019, EU-funded) – Monitoring and Evaluation Consultant Data4Ag
Martine is contracted to do the M&E of the Data4Ag programme in Burkina Faso, Burundi, Kenya, Lesotho, Swaziland and Uganda. The Data4Ag project is aimed at digital inclusion for rural families (especially women) through empowerment of farmers’ organisations to take the best advantage of data-driven services in a sustainable way, through supporting policy interventions at government level, through supporting on-line capacity building in open data for agriculture (GODAN) and through Pan-African farmer organisations.
GFA / GIZ (January 2019 – August 2019) – Scoping mission and creation digital e-library
Team Leader of scoping mission (January-February 2019) to determine the feasibility of a digital e-library with open content for teaching and learning materials for 150 technical and agricultural vocational schools in Ghana (Ghana Skills Initiative). After the feasibility mission the team was assigned (May-August 2019) to develop and implement a prototype digital library with competence-based learning materials.
Landell-Mills, Performance Evaluation of the New Alliance Information and Communication Technologies Agriculture Extension Challenge Fund – September 2017 – May 2019
TICT4D and Agriculture Expert in a Performance Evaluation conducted by Landell-Mills for of the New Alliance Information and Communication Technologies Agriculture Extension Challenge Fund (NA-ICT) funded by DFID, USAID, Bill and Melinda Gates Foundation and IFAD. This is a multi-country evaluation with a focus on gender inclusion in Ethiopia, Ghana, Malawi, Mozambique, Senegal, and Tanzania with a theory-based approach (Theory of Change and Value for Money analysis). Martine was responsible for the qualitative analysis of the ICT components, including content development and the analysis of cross-channel approaches in ICT-based extension, dissemination & communication strategies, financial sustainability, and business models. She was also responsible for the value for money analysis.
Cadena, Funded by Nuffic/Niche - Strengthening the capacities of TVETA for enhancing the performance of the TVET education system in Kenya – September 2017 – Current
Team Leader for the Participatory Design of the Registration, Accreditation and Licensing Portal of TVET institutions in Kenya (TVETA) and supervision / quality control of the development of the system by a local company. This project is part of a larger project "Strengthening the capacities of TVETA for enhancing the performance of the TVET education system in Kenya" by MDF (lead firm), Cadena, Hanze UAS, and the University of Eldoret.
GFA / KfW (January 2017 – February 2017, August-November 2018) – Track & Trace system TVET and School Management Information System (May – June 2019)
Team Leader of a Track & Trace system using web portal, mobile app and SMS gateway for 15 Agricultural Technical Vocational Education and Training Institutes, based on outcome indicators of a large program to improve performance and relevance for job market of 15 TVET centres. Martine was responsible for the design of the implementation plan (process, budget total cost of ownership, training and expertise needed to develop the track & trace system and the school management information system), she was also responsible for the supervising / quality assurance of the development of the track & trace system by a local company (change management).
CTA (October 2016 – August 2017) Evaluation ICT4Ag Strategy
Final evaluation focusing on outcome and impact results of the CTA ICT4Ag Strategic Program (2010 – 2015) based on OECD DAC criteria and a revised Theory of Change of CTA’s Master Project No.3:Promoting the application of ICTs for agriculture and rural development policies and strategies and agricultural value chains development in Africa, Caribbean and Pacific (ACP) countries. Martine was responsible for the evaluation several programme components: Web2.0 & Social media programme, Apps4Ag, Youth in Agriculture, social reporting, e-debates and building viable delivery models ICT4Ag Call for proposals through document reviews, interviews, surveys with beneficiaries. The report included concrete recommendations on how to take forward CTA’s interventions on ICT for Agriculture in the implementation of the Strategic Plan 2016-2020.
